Pattaya Police are investigating claims that officers from the Office of the
Narcotics Control Bureau Region 2 kidnapped a Nakhon Sawan man and beat him
to coerce a confession that he dealt drugs.
Kaosilp Siksrivichien, 20, filed a complaint July 20 that while he was
strolling through the Big C Extra mall four armed men claiming to be ONCB
officers arrested and handcuffed him, then put a bag over his head. Dragged
down to the parking lot, Kaosilp said three other supposed ONCB officers
threw him into a pickup truck and took him to a “safehouse” where he was
held for two days and one night. The officers also took his motorbike,
phone, wallet and 70 baht, he said.
While in custody, Kaosilp said he was repeatedly beaten as they tried to get
him to admit he was a drug dealer. Kaosilp said he never did because he was
an innocent victim. After two days, he was dumped in Chonburi and left to
find his own way home, he said.
Kaosilp said his father was outraged and, believing the seven men’s story
that they were ONCB officers, took the matter to police.
Pattaya police planned to obtain security-camera footage from Big C Extra to
substantiate Kaosilp’s claims. If found to be true, they would try to
determine whether the assailants actually worked for the ONCB.
