Police expand a major investigation into a fake father network allegedly helping foreign infants obtain Thai citizenship, with dozens of suspects targeted and more than 160 suspicious cases under review.

BANGKOK, Thailand – Thai police on Monday detained four suspects—two Thai men accused of acting as “fake fathers” and a Chinese couple—linked to a syndicate that illegally registers foreign infants as Thai citizens. A fifth suspect, a Chinese woman who surrendered late Sunday, remains in custody. To date, authorities have issued 35 arrest warrants in connection with the “Chinese Baby” ring, apprehending 33 suspects while two remain at large abroad.

The investigation is expanding rapidly amid concerns of systemic fraud. Piyarat Jongthep, deputy chairman of the parliamentary committee on law, justice, and human rights, submitted fresh evidence to forensic police on Monday exposing a parallel scheme. At a private Bangkok hospital, staff allegedly processed birth registrations using fake Thai fathers despite incomplete documentation. Whistleblower reports suggest this practice is widespread, with investigators already linking over 160 suspicious cases to a single medical facility.



Deputy Police Chief Pol. Gen. Samran Nualma revealed that investigators have officially identified 19 foreign children connected to the network, with another 13 cases currently under review. The audacity of the fraud is highlighted by one extreme instance where a single Thai man was registered as the legal father of 13 different children. Two foreign mothers have already cooperated with investigators, admitting they hired local men to pose as biological fathers solely to secure Thai documentation. As the children have already been granted legal status, police are proceeding carefully to protect their welfare. Meanwhile, two individuals have requested to renounce their Thai citizenship, though their original nationalities are still being verified.

Moving forward, the Royal Thai Police are launching a retroactive audit to determine the syndicate’s timeline, identify how many children obtained fraudulent citizenship, and assess if they accessed state benefits like public education or healthcare, with the ultimate goal of closing systemic loopholes in Thailand’s civil registration system.
