Pattaya city council reviews education funds amid spending and planning questions

PATTAYA, Thailand – The Pattaya City Council held its third ordinary session of the year on September 9, chaired by Council President Banlue Kullavanij. Mayor Poramet Ngampichet, city executives, council members, and department heads were in attendance at City Hall’s Taksin meeting room.



One of the main agenda items focused on the use of accumulated funds by Pattaya’s Education Office. Councilor Banjong Buntoonprayuk raised questions on approval procedures, spending scope, and long-term planning for schools under Pattaya’s jurisdiction.

Deputy Mayor Kritsana Boonsawat explained that any use of savings must align with the Pattaya Education Development Plan (2023–2027) and be approved by school committees before being forwarded to the mayor. He cited an example of Pattaya School 8, which had received approval to use funds for restroom repairs.


Kritsana also outlined two master plan projects:

  1. Renovation of the Pattaya Youth Center sports complex, including upgrades to the football field, stands, and outdoor facilities (budgeted for 2026).
  2. A study and design plan for new educational facilities, starting with the construction of a two-story kindergarten building at Pattaya School 10 (Ban Koh Larn).

Some council members expressed concern that complicated approval steps could delay urgent repairs such as classroom roofs, restrooms, or student supplies.

Mayor Poramet responded by announcing that schools now have expanded authority to approve urgent expenses — raising the limit from 100,000 to 500,000 baht — to speed up solutions for immediate needs. He emphasized that the changes aim to ensure all funds benefit students directly and are used effectively across Pattaya’s 11 municipal schools.
