More than 7,000 people visited Koh Larn in the first two days of the holiday weekend as Thais and expats returned to Pattaya.
City officials and police were out at Bali Hai and island piers to enforce safety and disease-control rules and check identification cards.
People splashed in the water and relaxed on Pattaya and Jomtien beaches, although large groups remain prohibited.
