Thailand tightens controls on sugar mills and biomass plants to curb PM2.5 ahead of 2026 haze season

Officials conduct inspections at sugar mills and biomass plants as part of intensified government measures to cut PM2.5 emissions before the upcoming haze season.

BANGKOK, Thailand – Deputy Prime Minister Suchart Chomklin has directed stricter controls on emissions from sugar mills and biomass power plants to reduce PM2.5 pollution ahead of the 2026 haze season. The order, issued by the Ministry of Natural Resources and Environment, focuses on mitigating emissions from industrial sources during the high-risk period from November 2025 to March 2026. The Pollution Control Department (PCD) and regional offices have been tasked with inspecting 59 plants nationwide and ensuring operators follow enhanced environmental protocols.



According to PCD Director-General Surin Warakitthamrong, these facilities contribute significantly to seasonal air pollution and pose public health risks. Inspections and technical support will be completed by mid-December 2025, in time for the start of the sugarcane milling season. Officials will assess emissions, advise on mitigation strategies, and review compliance with environmental regulations.

Key control measures include limiting the intake of burned sugarcane to no more than 15% of total processed, encouraging the use of sugarcane leaves for biofuel, maintaining pollution control systems, and properly managing wastewater and ash. Operators are also being urged to install real-time emissions monitoring systems and ensure full compliance with conditions outlined in environmental impact assessments.


Preliminary inspections show improved readiness at many plants, with several operators sourcing cleaner materials, improving emissions control technologies, and following updated reporting standards. The ministry is also encouraging facilities to support nearby communities through environmental and social welfare programs.

The government expects these efforts to reduce pollution during the haze season while strengthening coordination among agencies, industry, and affected communities. The ministry will continue to monitor performance and enforce compliance throughout the milling period. (NNT)
