
BANGKOK, Thailand – On August 28th, 2025, Ambassador Cherdchai Chaivaivid, Permanent Representative of Thailand to the United Nations in New York, met with UN Secretary-General António Guterres to discuss the situation on the Thai-Cambodian border.
The meeting focused on Thailand’s formal request for clarification from Cambodia regarding its use of anti-personnel landmines, a measure taken under Article 8(2) of the Ottawa Convention. The Ambassador presented empirical evidence, supporting documents, and video footage showing Cambodian soldiers demonstrating the use of and planting PMN-2 landmines in Thai territory. Ambassador Cherdchai expressed grave humanitarian concern, noting the most recent landmine incident on August 27th brought the number of permanently disabled Thai soldiers to six.
The Ambassador also highlighted the positive outcome of the latest Regional Border Committee (RBC) meeting, which yielded an 11-point framework for de-escalation, demonstrating Thailand’s commitment to bilateral dialogue despite ongoing provocations and disinformation.
The Secretary-General acknowledged the evidence, assured that the matter would be duly addressed, and stated that the United Nations Mine Action Service (UNMAS) is ready to support demining efforts. He commended Thailand’s pursuit of peaceful solutions and encouraged continued constructive dialogue.
Ambassador Cherdchai also informed the Secretary-General of the Thai cabinet’s decision on August 26th to allow displaced persons from Myanmar to work legally in Thailand, a move applauded by the Secretary-General as a reflection of Thailand’s commitment to humanitarian principles. (NNT)
