The Cabinet confirmed that Thailand’s MOU with the United States on rare earth cooperation is a non-binding framework focused on industrial development and global supply chain integration, with no legal or geopolitical commitments.

BANGKOK, Thailand – The Thai Cabinet has acknowledged the signing of a memorandum of understanding (MOU) on rare earth cooperation between Thailand and the United States, confirming that the agreement carries no legal obligations. The MOU aims to enhance Thailand’s rare earth industry and strengthen its integration into the global supply chain.


Deputy Prime Minister and Finance Minister Ekniti Nitithanprapas, Industry Minister Thanakorn Wangboonkongchana, and Council of State Secretary-General Pakorn Nilprapunt jointly announced the Cabinet’s acknowledgment. Ekniti emphasized that the MOU represents a framework for mutual understanding rather than a binding legal agreement. Its key objectives include developing the rare earth supply chain, promoting trade and investment across exploration, extraction, processing, refining, recycling, and recovery stages, and supporting value-added industries.
