“To circulate” means to spend

Re; Just more propaganda (PM Mailbag Friday, 15 April 2016) – Dear Jamie, “To circulate” means to have been spent and it’s multiplier effect on the Thai economy. Whether it is squirt guns from Big C, food, beverages, gasoline for cars, special clothing, or whatever whether it is spent by Thais enjoying their New Year or foreigners is irrelevant. I know I am not spending any of it, but there is a whole country celebrating here of 70 million persons. The average spend per Thai is about 1,771 at these figures.
