Nine agencies unite with Pattaya City to boost Thailand’s disaster management capabilities through digital integration and faster emergency response.

PATTAYA, Thailand – Pattaya City, led by Mayor Poramet Ngampichet, has joined eight other government agencies on May 8 in signing a major Memorandum of Understanding (MOU) aimed at strengthening disaster prevention and emergency response systems across Thailand, in line with government policy focused on improving public safety and disaster management. The agreement seeks to promote stronger coordination, support, and integration between central government agencies and local administrative organizations in handling disaster prevention and mitigation efforts more effectively.


Key objectives of the cooperation include improving information-sharing and local warning systems, establishing clearer frameworks for joint emergency operations, enhancing resource management during crises, and accelerating assistance for affected residents. The initiative also focuses on strengthening local governments as first-response units during emergencies while improving their ability to manage disaster-related resources efficiently. Authorities also plan to develop more flexible and legally compliant budget procedures to ensure faster aid delivery to disaster victims.

Another major component of the agreement involves integrating Thailand’s national disaster database and expanding digital systems for disaster-risk management nationwide. The partnership will also support personnel training, knowledge exchange, and joint disaster-response exercises to improve preparedness across agencies. Officials say the collaboration reflects the strong commitment of all nine participating agencies to advancing the government’s disaster management policies announced by Prime Minister Anutin Charnvirakul before Parliament on April 9.

The policy emphasizes systematic disaster prevention, stronger coordination among responsible agencies, and the urgent development of unified digital warning and emergency management systems to reduce damage to lives and property while ensuring rapid and effective assistance for affected communities.
