
BANGKOK, Thailand – Royal Thai Navy Commander-in-Chief Admiral Phairoj Fuengchan has declared that the casino complex known as “Thmorda City,” built by Cambodia and found to be encroaching into Thai territory near Ban Tha Sen, Trat province, must be dismantled. He affirmed that if Cambodia does not remove the illegal structure, Thailand is prepared to do it — and will demand reimbursement for all demolition costs. High-level discussions between the two countries are currently underway.
Speaking on November 20, Admiral Phairoj also addressed the recent operation to remove three Cambodian houses that had encroached across the border opposite Ban Nong Ri in Trat. He noted that the Navy carried out demolition exactly in accordance with government orders — three houses were ordered removed, and three were removed. Additional action may follow if instructed by the government, he said.
Regarding the casino building, which sits in the border area between Cambodia’s Thmorda City in Pursat Province and Ban Tha Sen in Trat, the Navy Chief reiterated the fundamental principle: “Whoever builds must remove.” If Cambodia refuses to dismantle the structure and instead requests Thai action, Thailand will proceed — but will seek full compensation.
Navy Spokesperson Rear Admiral Parach Rattanachaiphan added that after the three encroaching houses were demolished, Thai forces detected increased Cambodian military activity, including new troop deployments and the digging of defensive trenches. The terrain gives Cambodia a tactical advantage, with elevated ground on their side and dense jungle and difficult access on the Thai side.

He explained that Thai authorities, with local community support, have carved a tactical access road deep toward the border to assert control and maintain order. While Thailand continues to seek a peaceful resolution through negotiations, measures will escalate “from light to stronger” if necessary. Thailand has also offered assistance to help Cambodian personnel relocate voluntarily to avoid confrontation.
Rear Admiral Parach confirmed that although the three main houses were successfully demolished, Cambodian personnel later re-entered the area. The remaining structures visible on satellite imagery are small sheds, not the previously dismantled concrete buildings.
Access remains extremely dangerous. Thai troops have encountered numerous explosive devices and landmines, posing serious risks and contributing to the slow progress. The spokesperson stressed that Thailand wants to avoid any escalation that could destabilize the border.
