Thailand wins global backing at IPU to combat transnational scams and cybercrime

Thailand’s draft resolution to fight cross-border fraud and cybercrime received overwhelming support at the 151st Inter-Parliamentary Union Assembly, securing 850 votes and marking the issue as an “Emergency Item,” paving the way for stronger international collaboration against digital criminal networks.

BANGKOK, Thailand – Thailand has gained overwhelming support from the 151st Inter-Parliamentary Union (IPU) Assembly for its draft resolution to combat transnational scam and cybercrime networks. The measure, approved with 850 votes in favor, was adopted as an “Emergency Item,” recognizing the global threat posed by online fraud and digital criminal activity.


The resolution, titled “Parliamentary Actions Against Transnational Crime, Cybercrime, and Hybrid Threats to Democracy and Human Security,” calls for coordinated international action to disrupt organized criminal groups operating across borders. It also addresses the wider challenge of cyber-enabled crimes that erode democracy and public trust. Cambodia’s delegation did not attend the session, despite its territory being frequently identified as a major hub for online scam operations.

Thailand’s proposal comes amid growing international concern over large-scale fraud networks across the region. The country has long battled call center scams and digital fraud schemes involving transnational elements. While enforcement has intensified, the complexity and global reach of these networks have made suppression difficult.


Countries such as China, South Korea, the United States, and the United Kingdom have already mounted joint efforts against scam syndicates based in Cambodia, rescuing trafficking victims and seizing illicit assets valued in the hundreds of billions of baht. The IPU’s endorsement of Thailand’s resolution underscores a shared determination among member states to confront the problem collectively.

Following the adoption, Thailand is expected to strengthen collaboration with regional and global partners to dismantle scam operations and prevent the country from being exploited as a transit or money-laundering hub. Officials say the effort represents an opportunity for Thailand to assert leadership in the global campaign against cybercrime and transnational fraud. (NNT)
