With this instruction, provincial communicable diseases committees have the power to designate specific parking space for freight carrying vehicles from neighboring countries, and allow only essential freight workers to enter the country.

The provincial communicable diseases committees must appoint an official as a commander at each border crossing where movements of persons, goods, and vehicles are still allowed. The commanding officials can regulate, issue orders, and facilitate border movements to ensure compliance with related laws and regulations.

The officials must review all border movement issues which may have occurred, and report on the operations to their respective Provincial Communicable Diseases Committee. (NNT)
