Former Foreign Minister Noppadol Patama urges the government to produce a clear, accessible summary of MOUs 43-44 to help the public understand the agreements before any referendum.

BANGKOK, Thailand – Former Foreign Minister Noppadol Patama has proposed that the government prepare a clear summary of Memoranda of Understanding (MOUs) 43 and 44 after a recent poll found nearly 70% of the public remains unaware of their contents. He stressed that citizens should be provided with concise, accessible information on the key points, benefits, and drawbacks before any referendum on whether to cancel the agreements.

Noppadol highlighted that these MOUs involve technical legal and territorial issues that most people, busy with their livelihoods, do not have time to study. Even those following the matter closely often hold differing opinions based on incomplete understanding or personal perspective rather than factual and legal grounds.

He suggested that the government could start by publishing a “handbook” summarizing the essential elements of MOUs 43-44 online for public access, ensuring transparency without revealing confidential negotiation positions.


Before holding a referendum, Noppadol also recommended consulting relevant state agencies with expertise and longstanding experience in implementing the MOUs, including the Ministry of Foreign Affairs, the Department of Treaties, the Royal Thai Survey Department, the Hydrographic Department, and the military. Their assessments of the agreements’ pros and cons could help the administration provide accurate guidance to the public and make informed decisions regarding the potential cancellation. (TNA)
