Government issues strong warning over misuse of ‘Half-Half Plus’ benefits

Deputy Government Spokesperson Airin Phanrit cautions that illegal sale or misuse of benefits under the “Half-Half Plus” program violates the law, with offenders subject to fines, imprisonment, and repayment of misused funds.

BANGKOK, Thailand – The government has issued a warning to both beneficiaries and merchants over the illegal sale and misuse of rights under the “Half-Half Plus” co-payment scheme following reports of fraudulent activity on social media. Deputy Government Spokesperson Airin Phanrit stated that those involved in selling benefits or redeeming them without actual purchases are committing fraud under the Thai Penal Code.


Violators under Sections 341–342 face imprisonment of up to three years, a fine of up to 60,000 baht, or both. In addition, offenders will be required to return all funds obtained through fraudulent use and will be barred from joining future government programs. Authorities stressed that such misconduct breaches the law and disrupts fair access to state welfare.

The scheme, launched under Prime Minister Anutin Charnvirakul, provides subsidies to ease household expenses amid an economic slowdown. Participants can use their benefits to purchase essential goods, school supplies, and agricultural products from Blue Flag low-cost outlets and other approved retailers overseen by the Ministry of Commerce. The program runs from October 29 through December 31, 2025.


To support participants and merchants, the government has established several information and service channels, including a program website and 24-hour hotlines for inquiries, registration verification, and merchant assistance. The Fiscal Policy Office also offers direct contact lines during regular office hours for additional guidance.

The government reaffirmed that the program’s purpose is to provide genuine financial relief to citizens and strengthen local economies. Any misuse of the system undermines public trust and the integrity of government welfare efforts, and strict legal action will be taken against those who violate the rules. (NNT)
