Director Ekaraj Khantaro said safety regulations have been strictly enforced since Jan. 1, as high seas have made boat trips riskier than usual.

Passengers must all be wearing life vests before the ship leaves port and boat operators were checked to see they had adequate numbers of them.

All boat operators were said to be in compliance, with most using department supplied orange jackets which have both a whistle and reflector.
