US AI expansion faces growing debate over data center power and environmental costs

The US debate over AI infrastructure is intensifying, with officials balancing rapid development against pressure on power grids, water supplies and local communities.

WASHINGTON, D.C. – The United States is facing an increasingly heated debate over the future of artificial intelligence, with the administration of President Donald Trump pushing to accelerate AI infrastructure development while concerns grow over the enormous energy and water demands of data centers and their environmental impact. During a visit to Kentucky, US Energy Secretary Chris Wright outlined the administration’s vision for expanding the country’s AI capabilities, highlighting new natural gas power plants, large-scale data centers and billions of dollars in private investment.

“There will be many new natural gas power plants, large data centers, thousands of jobs and billions of dollars in investment in rural western Kentucky,” Wright said. The administration argues that such projects are essential to expanding the US power grid, creating jobs and maintaining America’s competitive advantage in AI, particularly as competition with China intensifies.


However, the push for rapid AI infrastructure development is facing growing opposition in several parts of the country, where officials and communities are concerned about rising electricity demand, water consumption, environmental impacts and the pace of development. Chuck Flint, CEO of the Alliance for Global Prosperity, told “The National News Desk” that his organization has called on congressional intelligence committees to investigate what it believes could be an effort involving foreign influence to slow US AI development. Flint alleged that state-backed media outlets in China and Russia have promoted claims that AI data centers could significantly increase electricity bills and consume excessive amounts of water, while encouraging opposition to new projects.

He also alleged that social media campaigns linked to organizations he claimed have connections to the Chinese Communist Party were amplifying similar anti-data-center messages. However, he provided no evidence during the interview to substantiate claims of coordination between those organizations and foreign governments. Flint also challenged concerns over data centers’ environmental impact, arguing that some claims about their water consumption are exaggerated. He compared the water use of a typical hyperscale data center with that of a local golf course.

The debate has intensified following action in New York, where Gov. Kathy Hochul signed an executive order imposing a one-year pause on construction of large data centers. The measure applies to hyperscale data centers requiring at least 50 megawatts of electricity. During the pause, New York will not issue new permits for affected projects while developing standards covering environmental impacts, electricity demand and water consumption. The pause is intended to give the state time to establish a broader policy framework. Hochul has also proposed ending sales-tax exemptions for large data centers.

New York officials say the move could help prevent higher electricity costs for households. The state already has the eighth-highest residential electricity prices in the United States, and officials are concerned that rapidly rising electricity demand from data centers could put additional pressure on the power grid and utility bills. The state is also considering whether data centers should pay higher electricity costs or be required to secure their own power supplies. Beyond electricity, New York officials are examining the wider local impact of large data centers, including water consumption, noise pollution and land use. The state wants new projects to meet consistent standards while providing meaningful investment and benefits to communities that host them.


New York is not alone in considering tighter controls. Several US states have examined measures to regulate or temporarily halt data-center development. Maine lawmakers previously approved legislation to suspend certain data-center construction, but the governor vetoed the measure in April, leaving New York as the first state to implement such a broad pause. Texas has taken a different approach. Rather than imposing a statewide construction freeze, development of some new projects has slowed amid restrictions and pauses affecting electricity-grid connections.

The US Energy Information Administration subsequently reduced its forecast for Texas electricity-demand growth in 2027 from 14% to 6%, with the slowdown in new data-center development cited as one contributing factor. Meanwhile, PJM, one of the largest electricity-grid operators in the United States, has proposed requiring data centers to switch to their own backup power during emergencies. The proposal is intended to reduce pressure on the grid and protect electricity supplies for other consumers.


The competing approaches highlight a growing challenge for the United States: expanding AI infrastructure quickly enough to maintain its technological edge while ensuring that power grids, water resources and local communities can absorb the demands of a rapidly expanding industry.

With the Trump administration promoting new power generation and data-center investment, and states such as New York imposing stricter controls, the debate over how quickly and under what conditions the US should build its AI infrastructure is likely to continue.
