Thai authorities warn travelers not to carry luggage or packages for others, citing growing cannabis smuggling attempts and severe penalties for offenders.

BANGKOK, Thailand – The government has warned Thai and foreign travelers not to carry or accept luggage or packages from others for transport abroad, as they could unknowingly become involved in transnational cannabis-smuggling networks and face severe penalties. ​Deputy Government Spokesperson Ploytalay Laksameesangchan stated that authorities have been directed to increase inspections after reports of cannabis smuggling from Thailand. It is illegal to carry, conceal, or accept payment to transport cannabis, cannabis flower, or cannabis-containing products out of Thailand.



​Cannabis is allowed for medical use in limited cases within Thailand, but its export is strictly regulated. Under the Customs Act B.E. 2560 (2017), violations may result in up to 10 years’ imprisonment, a fine equal to four times the value of the goods, including duty, or both. ​Violations of the Protection and Promotion of Thai Traditional Medicine Wisdom Act B.E. 2542 (1999) and the Ministry of Public Health Notification on Controlled Herbs (Cannabis) B.E. 2568 (2025) may each carry penalties of up to one year in prison, a fine of up to 20,000 baht, or both.


​The spokesperson noted that cannabis is still banned in many destinations and neighboring countries. Penalties for illegal importation differ by country and may include life imprisonment or capital punishment. ​Travelers should carefully inspect their belongings, refuse packages from others, and never transport unknown items across borders.
