‘No More Favors’ Thailand bans flight crew from carrying others’ items

Thailand has introduced strict new aviation security rules banning flight attendants and cabin crew from carrying or transporting items for other people. The move aims to prevent abuse of crew privileges and strengthen aviation safety standards.

PATTAYA, Thailand – Thailand’s Civil Aviation Authority (CAAT) has introduced strict new regulations prohibiting flight attendants and cabin crew from carrying or transporting items on behalf of other people, as part of a major effort to strengthen aviation security and prevent abuse of crew privileges. The new 2026 Crew Baggage Control measures, which took effect on July 5, require all airlines operating under a Thai Air Operator Certificate (AOC) to implement comprehensive baggage control systems for crew members.

Under the regulations, cabin crew are strictly prohibited from accepting, carrying, or transporting belongings for anyone else unless the items are part of an officially assigned airline duty. Airlines must also introduce formal Crew Baggage Control procedures, adopt risk management practices to monitor compliance, and enforce disciplinary action and legal measures against anyone found violating the rules.



According to CAAT, the policy is not intended to place additional burdens on flight crews but to prevent the misuse of their special status and airport privileges, which could undermine aviation safety, security, and public confidence. The authority said the measures are designed to strengthen proactive risk management, safeguard Thailand’s civil aviation system from being exploited for illegal activities, and maintain the country’s compliance with international aviation safety standards.

The announcement comes as Thailand moves to tighten aviation security following recent concerns over the misuse of crew privileges, reinforcing confidence among passengers and the international aviation community.
