Heavy fines levied for illegal debris dumping on Pattaya streets

PATTAYA, Thailand – Pattaya city officials are cracking down on illegal dumping after residents reported large amounts of construction debris, including concrete, rocks, and rubble, obstructing Soi Thepprasit 9 in South Pattaya and disrupting public passage.

Deputy City Council President Phraiwan Aromchuen, together with council members, department heads, and relevant authorities, visited the site at 11 a.m. on September 2 to oversee cleanup operations. Heavy machinery, including a JCB excavator, was deployed to remove massive waste piles that had encroached onto roads used by the public.

Phraiwan outlined a three-point plan to address the issue:

Landowner Accountability – Authorities will check property tax maps to identify the landowner and coordinate with them to fence off or otherwise secure the site. Under Section 32 of the Public Cleanliness Act, landowners can be held responsible if waste is dumped on their property without taking corrective action.

Surveillance and Monitoring – CCTV cameras will be installed along the area to monitor when and who is dumping waste. This will allow authorities to identify violators and impose maximum fines under the law.


Continuous Patrols – Officials will maintain regular inspections throughout the day, particularly during morning, evening, and night hours when illegal dumping is most likely to occur. Any offenders will be promptly caught and fined.

Most of the dumped materials appear to come from construction and demolition work, likely by contractors disposing of debris after renovation projects. The city has previously carried out multiple cleanup operations in this area and has responded to incidents including fires caused by accumulated waste.

Phraiwan emphasized that Pattaya will integrate all relevant agencies to enforce fines strictly and consistently. “Fines must be applied at the maximum rate. Otherwise, the problem will never end, and residents will continue to suffer,” he said. Authorities are also urging residents not to dump waste in public spaces or private property, warning that violators will face the full extent of the law.

The city’s efforts aim to ensure safe and convenient access for the public, maintain urban order, and uphold community cleanliness.
