Golf course tax confuses
country clubs
New collection process making it harder to
avoid paying taxes
Golf course taxes supporting local schools and area
improvements were collected by the district level of government for 68
years until 1998, when the Ministry of Interior turned the tax collection
responsibility over to the Sub-district Administration Organization
nationwide.
The district level of government was viewed as
understaffed to efficiently collect the taxes. Many golf courses avoided
the tax or did not pay their appropriate shares, and the SAO, considered
to be better manned, took over the tax collection process. Since the SAO
has taken over collection, it is becoming much more difficult for golf
courses to avoid paying their taxes.
Golf courses were taxed on their land area at 40-50
baht per rai prior to the transfer of collection responsibilities, and the
tax collection transfer to the SAO brought about new regulations, taxing
clubhouses and any hotels on the property.
The taxable amount depended on rates charged for
services with a 12.5% tax levy on the number of golfers paying to play on
a yearly basis. The taxes paid by different golf courses vary according to
the fees and the type of businesses on the property.
In Chonburi, the golf courses paying the highest taxes
are Khao Kheow, Natural Park and Bangpra. They contribute 450,000 baht
annually, which is considered a minimal amount compared to each course’s
monthly profits.
Many golf courses are against the new procedures,
claiming that the SAO is too strict. There is much concern amongst the
golf courses that have been avoiding taxes or paying minimal amounts in
the past.
However, the SAO considers the stricter controls will
equally share the responsibilities amongst all golf courses.
A group of 20 golf courses in the eastern region feel
they are paying too many other taxes as it is, and are discussing methods
to standardize the taxes in a more equitable manner.
Further talks between golf course owners and the SAO
are expected before any new changes take effect.
