Thailand’s 90-day anti–black smoke campaign shows improved vehicle compliance despite tougher limits

BANGKOK, Thailand – The Pollution Control Department (PCD) has completed its “90-Day Danger Zone” campaign targeting black smoke emissions, noting a significant rise in motorist compliance despite stricter legal standards.

PCD Director-General Surin Worakijthamrong stated that the initiative, held from December 1, 2025, to February 28, 2026, reduced the percentage of non-compliant vehicles compared to the previous year.



As part of the National Action Plan for Dust Pollution Control (Phase 2, 2025–2027), the government has prioritized diesel engine emissions, which contribute 57% of PM 2.5 particulates in Bangkok. To address seasonal air pollution, the PCD recently reduced the maximum allowable black smoke limit from 30% to 20%. Vehicles exceeding this limit may be fined up to 5,000 THB and receive a temporary “Prohibited Use” order until repairs are confirmed.

During the 90-day enforcement period, authorities inspected 128,338 vehicles nationwide. In Bangkok, 53,848 vehicles were screened, and 1,004 (1.9%) were required to undergo immediate mechanical improvements. Across the country, 2,044 vehicles exceeded the new 20% limit, representing a 0.6% decrease in the non-compliance rate from the previous year. Additionally, 1,201 vehicles have completed repairs and passed re-inspection, reflecting a 6% improvement in rectification rates.

Director-General Surin noted that the decline in violations, despite stricter standards, demonstrates increased public awareness of PM 2.5 dust issues. He thanked vehicle owners for their cooperation in regular engine maintenance, such as changing oil filters and inspecting fuel injection systems, which is essential to Thailand’s clean air strategy.
