BANGKOK, Thailand – Minister of Natural Resources and Environment Suchart Chomklin has instructed the Department of Climate Change and Environment (DCCE) to enhance collaboration with the financial and industrial sectors to advance Thailand’s transition to a low-carbon economy and achieve its Net Zero target.
On October 17, 2026, the department signed two memorandums of understanding (MOUs) at the 2026 IMF–World Bank Group Annual Meetings, with Krung Thai Bank providing an initial 20 million baht to support Thailand’s Just Transition Roadmap.
The Minister emphasized that the transition should create economic opportunities and support SMEs, farmers, workers, and communities affected by evolving economic and environmental requirements.
Permanent Secretary for Natural Resources and Environment Dr. Raweewan Phuridej highlighted the need to balance emissions reductions, business competitiveness, green investment, and employment.
DCCE Director-General Dr. Phirun Saiyasitpanich stated that the first MOU with Krung Thai Bank focuses on developing a just transition roadmap and financial mechanisms for the energy and transport sectors. Authorities plan to expand these efforts to agriculture and industry, aligning with Thailand’s NDC 3.0 and Net Zero 2050 targets.
The second MOU between DCCE, PTT, and Krung Thai Bank supports the I-SPARK initiative to develop blended financing and carbon-credit mechanisms for low-carbon industries, starting with a pilot project in Rayong.
The Director-General added that World Bank Group President Ajay Banga witnessed the signing, underscoring the importance of these partnerships in encouraging clean-technology investment, strengthening climate resilience, and ensuring an inclusive transition to a sustainable, low-carbon economy.
