Thailand presses Cambodia on landmine issue, calls for joint clearance and observer cooperation

BANGKOK, Thailand – Vice Minister for Foreign Affairs Russ Jalichandra briefed the international press on Thailand’s position regarding Cambodia’s use of anti-personnel landmines, describing the issue as a violation of Thailand’s sovereignty, the Ottawa Convention, the ceasefire agreement, and international humanitarian law. Russ stated that Thailand has consistently protested Cambodia’s actions through diplomatic and military channels.



To demonstrate evidence on the ground, the Ministry of Foreign Affairs has twice escorted foreign envoys to affected areas along the border. Thai officials stressed that the matter is not limited to bilateral tensions but represents a humanitarian threat with broader international implications, requiring collective attention.

Russ reported that Cambodia has recently shown a more conciliatory approach and expressed willingness to cooperate in mine clearance operations. While still denying that new mines have been planted, Cambodia has agreed to conduct joint surveys with Thailand to identify priority clearance zones along the border.


On observer mechanisms, Russ explained that Thailand supports both the Interim Observer Team (IOT) and the proposed ASEAN Observer Team (AOT). The IOT is composed of ASEAN defense attachés already based in Thailand and Cambodia, allowing for rapid deployment. The AOT would involve sending personnel from ASEAN capitals, which, under Thai law, requires legal procedures that could delay deployment.

The Vice Minister for Foreign Affairs added that the IOT framework remains open to adjustments, but any changes must be discussed through the General Border Committee mechanism. As the IOT was established through a bilateral arrangement between Thailand and Cambodia, with Malaysia as a witness, modifications would require approval by both sides. (NNT)
