The award recognizes those who met the qualifications outlined in the 1988 regulations governing the medal’s application, entitlement, and revocation.
The list of recipients, totaling 1,803 individuals, was included in the appendix to the announcement, with Anutin recognized under his formal title of Volunteer Defense Corps General.
