Flooding exacerbated normal wear-and-tear on the covers, maintenance on which also had been neglected due to budget shortfalls.

The city lacks the money to buy new covers, so engineers took to welding broken pieces back together and reinforced them to handle more weight.

The cement frame for each lid also had worn out so workers needed to remake the area where the bolt of the metal structure connects as well.

Roads were blocked off for several days to complete the job, with metal sheets laid over the holes overnight.
