Cambodian IO tactics target Thailand: Gov’t urges public to join cyber defense

Jirayu: “Every Thai can be a cyber-warrior” — Gov’t urges 70 million citizens to counter Cambodia’s IO attacks with 200 million pro-Thai posts daily.

PATTAYA, ThailandUrgent: Intelligence reports reveal that gambling tycoons and the Cambodian government have redirected call center scam networks to wage a coordinated cyber information war (IO or Information Operation) against Thailand — with over 500 million attacks per day.

The Thai government is urging citizens to become “cyber warriors,” pushing back against massive disinformation campaigns from Cambodia. The public is encouraged to post pro-Thai messages online three times a day — amounting to over 200 million posts daily — to counter divisive IO content.



Jirayu Huangsap, spokesman for the Prime Minister’s Office and the Thailand–Cambodia Border Situation Response Committee, reported that since unrest erupted on July 23, 2025, cyberattacks originating from Cambodia have surged dramatically. Fake Thai social media accounts — across Facebook, Instagram, and X — have been created in the millions, flooding pages with spam, mass-reporting anti-government content, and launching DDoS attacks totaling more than 500 million hits within 24 hours.

The government notes a sharp decline (to under 5%) in scam call center activity from Cambodia, likely due to a strategic pivot. These same groups are now focused on IO operations aimed at inciting Thais to criticize their own government and military — more than 90% of recent activity has followed this pattern.


The Ministry of Digital Economy and Society (DES), along with Thailand–Cambodia Border Situation Response Committee, identified three major IO strategies:

  1. Fake user accounts (“avatars”) created from Cambodian territory, tasked with spamming Thai social media pages.
  2. Coordinated mass-reporting to Meta (Facebook) to shut down Thai pages critical of the Cambodian operation.
  3. Flooding comment sections with false claims and propaganda, using bots to boost visibility and credibility.

Thai government pages and official content have already been attacked and distorted through fake news and altered images. In response, Thailand has activated Geo-Blocking to prevent Cambodian IP addresses from accessing sensitive local platforms.

The NBTC (broadcasting regulator) and DES are now coordinating directly with Meta to address the situation and request technical support to defend Thai platforms.


Mr. Jirayu emphasized the need for public vigilance, urging citizens not to believe or spread negative or anti-government content — warning that it is likely part of the Cambodian IO network.

“Don’t fall for Cambodian IO. Whether you’re in the military, government, private sector, or politics — we must stand together. If 70 million Thais respond with just 3 posts per day, that’s over 200 million pro-Thai posts daily. Every citizen can be a cyber-warrior for our country.” (RPD)
