Pattaya’s rapidly evolving skyline reflects a city planning for future growth, with residential towers, hotels, and major infrastructure projects preparing to accommodate an ever-expanding population and millions of annual visitors.

A city built on constant growth and renewal

PATTAYA, Thailand – Pattaya is a city of vibrant colours that never sleeps. In many ways, it is also a major crossroads of opportunity. People arrive hoping to establish themselves, build businesses, or pursue new careers. Naturally, many also leave after failing to achieve their goals. Yet, overall, far more people move into Pattaya than move away. This constant influx continues to fuel the city’s economy and drive its long-term growth.



The hidden population driving the city’s economy
Looking only at civil registration figures, Pattaya appears to be a medium-sized city with a population of about 116,000. In reality, however, the city is powered by a much larger hidden population that includes migrant workers, business owners, expatriates, and other foreign residents.

Statistics indicate that, under normal conditions, Pattaya’s hidden population is four to five times greater than its registered population, bringing the total number of people living and working in the city to between 400,000 and 500,000. This continuous population flow creates sustained demand for essential services, particularly housing.


Beyond the ‘ghost building’ myth: Real estate built for future demand
Visitors driving through Pattaya often notice numerous high-rise buildings and condominium developments that appear partially occupied, leading some to assume the city suffers from an oversupply of so-called “ghost buildings.”

In reality, Pattaya has very few truly abandoned or worthless developments. Building ahead of demand is a necessary part of the city’s long-term growth strategy. Property developments that appear to exceed current demand are designed to accommodate future population growth rather than immediate occupancy.



Condominium market statistics at the end of 2024 illustrate this trend. Of the total supply of 47,800 units, approximately 36,471 had already been absorbed by the market, representing 76.29 percent. Only 11,329 units, or 23.71 percent, remained available for sale. In the city centre, the absorption rate reached an impressive 87.28 percent.

These residential projects are built in anticipation of future demand, particularly from executives, highly skilled professionals, and foreign workers relocating to Thailand’s Eastern Economic Corridor (EEC). This sustained demand has helped Pattaya’s property values increase by an average of 5 to 7 percent annually.


Hotels preparing for the next wave of visitors
The steady construction of new hotels may appear excessive, particularly during the low tourism season when visitor numbers can decline by 20 to 30 percent and occupancy rates at some hotels may fall to between 15 and 20 percent.

However, this reflects the normal operating cycle of a world-class tourism destination. Hotels and supporting infrastructure are built to accommodate the enormous influx of visitors during the high season, as well as major international conferences and events. What may seem like excess capacity during quieter months is, in reality, the infrastructure that allows Pattaya to welcome millions of visitors each year without overwhelming the city.

A city preparing for the future
Pattaya is not expanding without direction. While people continue to move in and out, major infrastructure projects, including the high-speed rail network and the expansion of U-Tapao International Airport, are transforming Pattaya from a tourism-driven destination into the region’s primary residential and business hub.

The city’s skyline of high-rise buildings and expanding hotel sector should therefore be viewed not as symbols of oversupply, but as evidence of long-term planning and confidence in Pattaya’s future. They stand as monuments to a city that continues to evolve, adapt, and grow beyond expectations.
