Volcanic ash disrupts Thailand-Jakarta flights, passengers guaranteed refunds

CAAT says passengers on cancelled Thailand-Jakarta flights are entitled to rebooking or full refunds, with meals and accommodation required in certain cases.

BANGKOK, Thailand – The Civil Aviation Authority of Thailand (CAAT) issued guidance on passenger rights following flight cancellations between Thailand and Jakarta caused by ash from the eruption of the Anak Krakatau volcano. The volcanic eruption led to ash dispersion in the atmosphere, affecting operations at several Indonesian airports, including Soekarno-Hatta International Airport (CGK), and causing cancellations for flights operating on Sept. 6-7.

CAAT stated that while volcanic ash constitutes extraordinary circumstances beyond airline control—exempting carriers from paying direct financial compensation—airlines remain legally required to provide care and assistance for flights departing Thailand under Civil Aviation Board Regulation No. 101.



For passengers who had already checked in for cancelled flights on Sept. 6, airlines must provide appropriate meals and refreshments, access to communication facilities, overnight accommodation with ground transportation if required, and a choice between flight rebooking or a full refund in cash or vouchers. Passengers who have not yet checked in or are scheduled to travel on subsequent dates are entitled to choose between rebooking their flight or receiving a full refund.

CAAT advised travelers to check their flight status directly with airlines before heading to the airport, noting that several Indonesian airports remain closed as of Sept. 7 due to ongoing safety assessments. Affected passengers departing from Thailand who do not receive the legally required assistance can lodge complaints directly through CAAT’s official portal at https://complaint.caat.or.th. (TNA)
