BANGKOK, Thailand – Deputy Prime Minister Pakorn Nilprapunt has outlined a comprehensive strategy to improve public-sector efficiency by streamlining the bureaucracy, integrating digital data, and restructuring the national budget to strengthen Thailand’s global competitiveness.
Speaking during the inaugural broadcast of NBT’s “Chat with the Anutin Cabinet” program on September 5, 2026, the Deputy Prime Minister highlighted the importance of “public sector efficiency development” over “bureaucratic reform.” He explained that global challenges, including climate change, demographic shifts, and trade volatility, require effective modernization of government operations. A key objective is to restructure the national budget by reducing fixed expenditures, now at 73 percent, and increasing investment funds from 20 percent to 30 percent to better address future needs.
The Deputy Prime Minister stated that, instead of large-scale workforce reductions, the government will use technology to optimize operations, such as replacing manual document transfers with digital systems. The plan includes forming agile, task-specific teams rather than creating new departments. Human resource management will be tailored to each profession, acknowledging that healthcare workers, educators, and law enforcement officers need distinct evaluation metrics based on public outcomes.
To create an open government ecosystem, ministries will integrate their databases to offer seamless, one-stop services and eliminate redundant document submissions for citizens. The government is also considering a legal, premium fast-track channel to generate revenue for system development and reduce informal payments. The goal is to shorten public service delivery times by 20 to 30 percent, increase transparency, reduce bureaucracy, and enhance national competitiveness in a changing global environment. (NNT)
