Final submarine decision nears as Thai Defense Minister weighs cost, commitments, and China’s proposal

Deputy PM Phumtham says Thailand will decide by early June whether to cancel its controversial submarine deal or proceed under revised terms, after diplomatic talks with Germany, China, and Pakistan.

BANGKOK, Thailand – Deputy Prime Minister and Minister of Defense Phumtham Wechayachai has provided an update on the long-delayed submarine procurement issue, stating that his recent visit to Germany helped clarify key elements of the decision. During the trip, he held discussions with the German Defense Minister, the Chinese Ambassador, and representatives from Pakistan, which helped build a more complete view of the matter.



Two options remain under review. The first is to cancel the procurement entirely, with the Thai government risking losing around 8 billion baht already allocated to the project. The second is to move forward with the purchase, which would require clear and open communication with the public to justify the decision and confirm its alignment with national interests.

Phumtham said the Chinese government and the Chinese Navy have submitted revised proposals and are waiting for Thailand’s response. While China is not pressuring Thailand or interfering with domestic decisions, he added, they expect the country to respect earlier contractual commitments. The Royal Thai Navy has already submitted its recommendation, and the final decision now rests with the Minister.


The Deputy Premier confirmed the decision would be made by the end of May or early June, with most issues already addressed and the relevant information available. Once made, the decision will be submitted to the Prime Minister and fully explained to the public to ensure transparency and accountability.

Phumtham urged that the matter not be politicized or turned into a controversy that could damage international relations. He stated that he has consulted all relevant parties and that the decision will be based on careful consideration and sound reasoning. (NNT)
