BANGKOK, Thailand – Thailand is preparing its negotiating positions for the upcoming United Nations climate conferences, COP31 and COP32, urging developed countries to provide greater financial assistance, technology transfers, and technical support to developing nations. The proposed framework also details Thailand’s path toward achieving net-zero greenhouse gas emissions by 2050.
Deputy Government Spokesperson Lalida Persvivatana said the Ministry of Natural Resources and Environment submitted the framework for Cabinet consideration. This will guide Thailand’s participation in COP31, scheduled for November 9–20 in Antalya, Türkiye, and subsequent international climate discussions.
Thailand prioritizes energy security, investment in low-carbon industries, and a fair transition that protects workers, farmers, and businesses affected by economic changes. The government will also pursue international climate financing while advancing agricultural resilience, food security, forest conservation, wildfire management, and disaster preparedness through technology and innovation.
The framework supports international carbon cooperation under Article 6 of the Paris Agreement, including measures to prevent double counting of emissions reductions. Lalida explained that Thailand’s approach seeks to balance environmental protection, economic stability, and public well-being while ensuring that vulnerable communities receive appropriate support. The proposal serves as negotiating guidance and does not create new legally binding international obligations. (NNT)
