
BANGKOK, Thailand – A joint statement has been released following the 3rd Special General Border Committee (GBC) Meeting, held on December 27, 2025, at the Ban Pak Kard–Prum International Point of Entry, which connects Chanthaburi Province of Thailand and Pailin Province of Cambodia.
The meeting was co-chaired by Nattaphon Narkphanit, Minister of Defense of Thailand and Thai GBC Co-Chairman, and Tea Seiha, Deputy Prime Minister and Minister of National Defense of Cambodia and Cambodian GBC Co-Chairman, with the ASEAN Observer Team participating as an observer.
The Joint Statement of the 3rd Special General Border Committee (GBC) Between the Kingdom of Thailand and the Kingdom of Cambodia can be summarized as follows:
Thailand and Cambodia reaffirmed their adherence to the principles of the United Nations Charter, the ASEAN Charter, and the Treaty of Amity and Cooperation in Southeast Asia, and reiterated their firm commitment to the peaceful settlement of disputes, non-use of force, respect for international law, and the full implementation of the July 28, 2025, ceasefire arrangement and related agreements.
The two sides agreed to immediate de-escalation measures, including a ceasefire effective from 12.00 hrs on December 27, 2025; maintenance of current troop deployments without further movement; non-expansion of forces along the border; avoidance of provocative actions; and protection of civilians and civilian infrastructure. They also agreed to facilitate the safe return of civilians to their homes and to advance border survey and demarcation work through the Joint Boundary Commission.
Mechanisms were established to ensure implementation and verification. These include enhanced roles for the ASEAN Observer Team, use of border coordination units, direct communication between defence authorities, cooperation on humanitarian demining, efforts to counter transnational crime, and measures to prevent misinformation.
