Thailand moves to strengthen anti-doping system with plan for independent Sports Doping Control Office

Minister of Tourism and Sports Artthakorn Sirilatthayakorn chairs the Sports Doping Control Committee meeting to review legislative amendments aimed at establishing the Sports Doping Control Office (DCAT) as a public organization, aligning Thailand’s anti-doping framework with international standards.

BANGKOK, Thailand – Minister of Tourism and Sports Artthakorn Sirilatthayakorn chaired the 2/2025 meeting of the Sports Doping Control Committee to discuss legislative amendments on sports doping control to establish the Sports Doping Control Office (DCAT) as a public organization. These amendments seek to align governance with public administration principles and international anti-doping standards.



The committee acknowledged Thailand’s background and ongoing obligations as a State Party to the UNESCO Convention against Doping in Sport, including compliance with the World Anti-Doping Code (WADC) issued by the World Anti-Doping Agency, which is periodically updated.

The meeting also reviewed recommendations from the Office of the Public Sector Development Commission on options for establishing a government entity, including forming a Public Organization (PO) or other suitable models, and ensuring alignment with state agency classification principles and executive oversight.


The Minister emphasized that strengthening the legal framework and operational structure for anti-doping is vital to Thailand’s credibility in international sport, especially as the country hosts and participates in major events. He highlighted the need to expedite reforms to ensure an independent, transparent, and internationally recognized anti-doping system.

The committee instructed relevant agencies to gather additional information on legal issues, organizational structure, and World Anti-Doping Agency recognition for review at the next stage. (NNT)
