
BANGKOK, Thailand – Minister of Digital Economy and Society Chaichanok Chidchob has ordered stricter identity verification measures across online platforms to prevent scammers from exploiting users. The move aims to close loopholes commonly used in online fraud and strengthen protection for the public.
According to Minister Chaichanok, the Committee on the Prevention and Suppression of Technology-Related Crime, convened under Section 13 of the emergency decree, has instructed the National Broadcasting and Telecommunications Commission (NBTC) to implement a measure limiting SIM card ownership to no more than five numbers per individual across all mobile networks. The final guidelines will be reviewed and approved by the NBTC Board.
The Ministry will also tighten SIM card registration nationwide. All SIM registrations conducted by authorized distributors must use Dip Chip identity verification or an equivalent secure digital platform. In addition, SIM card users in border areas and other high-risk zones will be more closely monitored to prevent the use of SIM Box systems commonly used by scam networks.
The meeting also discussed a measure referred to as the “Survival SIM” policy, aimed at restricting SIM usage by individuals identified as mule account operators. Under this proposal, SIM registration for such individuals would only be permitted through the Department of Provincial Administration, Ministry of Interior, ensuring direct identity verification.
Further, discussions with platform service providers focused on raising security standards for platform account registration and identity verification. Platforms will be required to verify users beyond just phone numbers or email, including full legal name verification or facial recognition, to prevent criminals from using platforms to commit fraud. This stricter verification process will also apply to both individuals and businesses purchasing advertisements on those platforms.
Lastly, the Ministry is expediting amendments to Section 32 of the Electronic Transactions Act, to enhance regulatory oversight of platform operations, ensuring security and accountability measures are applied appropriately and effectively. (NNT)
