Thailand to implement digital e-seal system to monitor fuel exports nationwide

BANGKOK, Thailand – The government is moving to tighten oversight of fuel exports with a new digital monitoring system. Deputy Government Spokesperson Sasikarn Watthanachan announced that the Excise Department will fully enforce the Electronic Seal Control and Tracking System, or e-Seal, starting September 1, 2025. The system will be required on all oil transport vehicles carrying fuel out of the Kingdom.

The e-Seal uses GPS to track vehicles in real time, recording seal openings and closings while issuing instant alerts if a truck veers off its approved route, makes an extended stop, or encounters an accident. Sasikarn explained that this measure will prevent tax-exempt fuel meant for export from being smuggled back into Thailand’s domestic market.



During its trial phase, the system was tested on more than 9,000 oil transport trips with the cooperation of oil companies and storage facilities. The pilot phase ran smoothly, clearing the way for nationwide rollout. The e-Seal, by sending live data directly to inspectors, will reduce delays at checkpoints and replace the slower, less reliable manual inspection process.

According to Sasikarn, the move demonstrates the government’s effort to boost trust in the country’s taxation system and advance its transition toward modern, digital administration. (NNT)
