
BANGKOK, Thailand – Deputy Prime Minister and Interior Minister Phumtham Wechayachai, currently serving as Acting Prime Minister, held a press conference after an emergency meeting of the National Security Council (NSC) at Government House on July 24.
Phumtham stated that today’s meeting was a special NSC session called in response to border clashes between Thailand and Cambodia earlier that morning. Due to the situation’s gravity, the meeting also functioned as an emergency Cabinet meeting, under Article 8, Paragraph 2, of the Constitution, allowing for Cabinet-level decisions to be made.
According to reports, the conflict began with Cambodian forces firing into Thai territory, escalating rapidly. Cambodia deployed heavy weapons indiscriminately, hitting civilian areas without clear military targets. As of now, 11 Thais have been killed — 10 civilians and one soldier — with 28 injured (24 civilians and 4 military personnel).
Phumtham strongly condemned the use of heavy weaponry without clear targets and outside of military zones. He cited specific attacks on a gas station, a convenience store, and a hospital located three kilometers from the border. He described these acts as severe violations of international law.
He stressed that this is not a declaration of war, but a clash. Thailand continues to favor peaceful solutions and diplomatic dialogue, despite Cambodia’s repeated provocations. He affirmed that Thailand is defending its sovereignty and will not tolerate any breaches.
“This is the second consecutive incident in patrolled zones. It’s a regrettable situation that requires a clear and firm stance,” Phumtham said.
He outlined measures being taken to manage the crisis:
- The military — led by the Second Army Region — is actively defending Thai sovereignty. Armed forces have been granted operational discretion in accordance with international law. Due to the emergency, some actions must proceed without delays.
- The conflict currently affects four provinces: Ubon Ratchathani, Sisaket, Buriram, and Surin. The Interior Ministry has been ordered to evacuate civilians within a 50-kilometer radius of the border. Provincial plans for evacuation and civilian safety are in place.
The Cabinet has also resolved to:
– Temporarily close schools in affected zones.
– Convert district hospitals into field hospitals (per Ministry of Public Health).
– Reduce diplomatic relations with Cambodia, including recalling the Thai ambassador — the most severe diplomatic measure possible.
