The Strategic Committee for Reconstruction and Future Development (SCRF) chairman Virabongsa Ramangkura has been invited to explain to the House Committee on National Debt Solution the disbursement of more than 350 billion baht from the water management and flood prevention loan project.
Mr. Virabongsa assured the House Committee a thorough verification of the budget disbursement will be conducted while stating that the budget will be awarded to the successful contractors, who will have to go through a new procurement protocol.
He added that the SCRF is welcoming foreign companies to take part in all of its projects, before all details can be presented to the government for revision.
The SCRF chairman believes that the new procurement protocol will be more efficient than the typical bidding process, especially with a new committee to be set up to assure the transparency of the project.
Mr. Virabongsa expects the details of all projects will be more clarified by February 2013 and the actual implementation and construction will be completed within 6-7 years.
He went on to say that the Yom River remains the only major waterway without a dam or a reservoir. Therefore, he will push harder with the construction of the Kaeng Suea Ten Dam to help ease future problems and crises.
