As he predicted in July, Chonburi Gov. Khomsan Ekachai ended up visiting flood victims in Phanat Nikhom, which was hit hard again during rainy season.

Continuous rain brought high water to Bothong, Koh Chan, Nongyai and Banbung districts, forcing the governor to declare all four district disaster areas eligible for central government aid.

The floods were not a surprise. On July 16, the governor all but admitted there was nothing officials could do to prevent damaging floods from hitting Panthong and Phanat Nikom districts. At that meeting, he had government workers begin planning for the inevitable damage, evacuations and infrastructure.

That preparation ensured that the bags of relief bags were ready to be passed out this month to waterlogged victims. About 1,000 bags of rice, dried foods, beverages and medicines were distributed to residents of Phanat Nikhom.
