Why is it in Thailand, if a farang is involved in an accident, it’s always the farangs fault?

I have a friend in Pattaya who has been here for many years, owns a business, and has a Thai wife. He was involved in an accident where he was making a legal right hand turn, and a kid on a motorbike tried to cut in on him and ran into the side of my friend’s car. Did I mention, the kid was 13 years old, no license, and no insurance on the motorbike?

My friends insurance had to pay 40,000 baht for repairs on his car since the kid had no insurance. To top it off, the police advised my friend to pay 2,000 baht to have the kids motorbike repaired.

Is this the way traffic laws are always treated in Thailand?
