Re: ATM charges (PM Friday, 25 December 2015) – I’m sorry, Dicky, but even the wonderfully inventive Thais still haven’t found a way for an ATM to determine your race. The fee is based on being a foreign bank. My Thai wife pays the fee when using her US ATM card.
ATMs in the US and Europe all do the same thing; charge a fee if you use an ATM from a bank not in their system.
