The Office of the Civil Service Commission hosted the Oct. 13 meeting at the Sheraton Pattaya Resort where Yingluck met with 31 of the 38 ministry permanent secretaries.

The session was divided into two parts, with bureaucrats given the floor in the morning to speak on successes, the obstacles, and limitations of working within government guidelines, and discussions on strategic management and guidelines dominating the afternoon.
Yingluck ordered ministers “to build a database on principles and minor missions to show the system in action and official responsible for each project.” She further stressed her “three Ms” of management, manpower and money.
The premier also outlined rules for analysis of the problems inside and outside organizations document and prioritize problems that need fixing.
