Owners had filed a grievance with the city about neglect of their building and management being unavailable to address their concerns. Residents complained that, although they have been paying monthly maintenance fees, the management had not hired any security guards.
Other complaints centered on water bills that had increased 100 percent, the non-functional swimming pool, and the staff of the foreigner-dominated building who are unable to speak English.
Management said it would hire security guards within a week and establish a joint owner-management committee to resolve problems.
